Model Emergency Management Plan
 
The MODEL MARIN SCHOOLS EMERGENCY MANAGEMENT PLAN is organized into four main sections that conform to the four phases used by the U.S. Department of Education Office of Safe and Drug-Free Schools to describe preventing, planning for, responding to and recovering from emergencies.
 

MITIGATION/PREVENTION includes details on conducting a school hazards assessment, visitor screening policy and violence prevention strategies.

PREPAREDNESS explains the Incident Command System and how to activate an Emergency Operations Center.  Communications for dealing with rumors, parents and the media, and implementing drills and tabletop exercises are also covered.

RESPONSE describes the common emergency actions and alert level procedures that may be implemented in various situations.  More than 40 emergency scenarios, with checklists of steps to be taken by the school administrator and staff, are also included.

RECOVERY describes what government assistance is available, the effects of post-traumatic stress on students and staff, how to document outcomes, and long-term follow-up and evaluation.

Appendices

 
The APPENDICES, A through G, include supplemental tools such as Codes and Authorities​ChecklistsForms, Sample Letters and Emergency Supply Lists.  The forms are designed to assist schools in assigning staff duties and managing the emergency.
 
 
Annexes
 
There are four ANNEXES to the Model Emergency Management Plan.

The EMERGENCY PLAN for FOOD DEFENSE is a comprehensive guide on how to identify and respond to intentional tampering or contamination of the school food supply.  This Annex includes hazard detection, measures to minimize risk, contingency planning and strategies for incident management and recovery

​The​ EMERGENCY PLAN for INFECTIOUS DISEASE provides a comprehensive guide on how an infectious disease outbreak might affect school-aged children​, how to respond, and how local agencies should plan ahead.
​The EMERGENCY PLAN for STUDENTS WITH SPECIAL NEEDS includes procedures to ensure the full participation in the overall emergency management of students who cannot comfortably or safely access and use the standard resources offered in disaster preparedness, relief and recovery, whether their disability is chronic or temporary.
​​The PANDEMIC INFLUENZA RESPONSE ANNEX is an incident management strategy to prevent or temper the impact of an influenza pandemic.
